Riders watch from the bow of the Staten Island Ferry as it approaches lower Manhattan Tuesday. A strike by New York transit workers forced more than 7 million daily riders to find new ways to get around. The strike did not affect ferry service, and the city's Department of Transportation added ferries to accommodate rush-hour commuters.
